My partners and I successfully compete.
My partners and I have created a small consortium of very experienced and educated software engineers. We work remotely from our own offices throughout the US. We primarily work for small to medium size businesses doing custom .Net software. We offer our clients a very personal business relationship and they are loving it. Since we work remotely from our own offices, we can offer hourly rates lower than if they had to provide a cube for a commuting engineer. Since we are a tight group and always work together, the quality of our work is excellent, and the productivity high. Some of our clients have attempted to offshore to India and they tell us it was a costly nightmare for them. They tell us the engineer turnover is tremendous and it takes forever for anything to get done. They say many of the Indian engineers are fresh out of school and don't really know what they are doing. Our clients are much happier doing business with our consortium and even though we charge $60 (on average)an hour per consortium member, clients say they still save money versus having the projects done in India and the quality of the work product is superior.

During these times, American software engineers have to adapt and the consortium model is one approach.
