A formal deliberative process would be, well, fair, and business isn't interested in fair. These procedures are quite common, it allow them to select the vendor they want, and exclude others.

Some companies use this type of process to drive the price down of the vendor they want, using the competition as the vehicle.

The by product is that companies with "no relationships" are at a disadvantage, so no real competition is possible.
