Electric resistance heat is not a good heat source
What you say is true, during heating season, the waste heat does go to heat your home. However, while pure electric resistance heat is 100% efficient, one would be much better off with a heat pump that runs 200%-400% efficient. (look it up).
Additionally, as others noted, during the cooling season, the added heat, (341 BTUs per hour for a 100 watt heat source) puts a double strain - wasting energy through light inefficiency and through extra air conditioning.
As they say, the best efficiency is gained through not using the energy in the first place.
