You're right that 3KW isn't enough to meet peak demand of the typical American house. But these systems aren't ideally suited for that. Partly because solar/electric systems cannot produce power "on demand" (and no power at night), they work best when they're on the grid. In that configuration, 3KW is more than enough for the average household to come out ahead (selling more power back to the utility than they buy).

"The average household in the United States uses about 8,900 kilowatt-hours of electricity each year." In California, the average is 8,500 (see references below). Dividing that by 365, then by 24, you get about 1 KW.
