You need to do some research..
As for improving eff "25% for ICE". It's already very close the limits of technology. The only way to improve overall eff of the gasoline oxidation reaction is by scaling up the size of the power plant. (100 megawatt range in the form of a combined cycle gas turbine plant ~60% fuel eff).

As for ICE fuel eff. An ICE yields it greatest eff at max torque. Any other speed or output level and fuel eff drops off the map.

EV's can be recharged by renewables (Wind, solar == near zero fuel cost and no longer an issue). Heck, I wouldn't be surprised if an EV was delivered with built in solar panels. (A self recharging EV, good for 25 miles a day without the need for any grid power.)

"20 pound battery" please ID the makes and models of auto's which uses a 20 pound starting battery? Try something in 40 to 60 pound range.

LI-ion battery packs in question have a mass under 600lbs.. X1 "The 538-pound battery", Telsa battery pack.. "Our pack weighs 900 pounds"..

(Displacing 1400-2000lbs of ICE and other supporting equipment.) P.S. It would be totally silly to copy ICE design for pure EV usage. Same goes for adding a fulltime 500lb ICE/generator to EV.. lots of added waste for marginal ROI.

The hybrid car with the greatest energy eff (25%) is Toyota's Prius. The Insight is much smaller car and is not nearly as fuel eff (~23%).

Again.. that's gasoline eff.. A fuel that is consuming more and more energy (20 to 30% external energy input) per unit to produce and promotes terrorism.

Fuel cells are extremely exepnsive, have a short life span (a couple thousand hours), and are easily damaged by contaminated fuel. I doubt that they'll ever be a viable solution.
