Motor will overheat in hot climate and also because the rotor with the cooling fan is spinning slower that cools it. Especially on reason #1.

Control of vehicle at slow speeds when surrounded by obsticles, such as parking

Less load on rotor preserving roller bearings on startup.

Preserve bearings at highway speeds at a lower RPM.

Max efficiency is at 0 RPM or startup, so the slower the motor turns at thruway speeds the more efficient.
