I think the point is still valid
"There is a lot of innovation that occurs during product development."

I think the point still stands, everyone has ideas and often *outside* of the field they're working on, so it's not the same as developing new ideas into the products you're working on.

With the Google approach, the person can work on that idea in their 20% time, his research time is equal to everyone elses and perhaps his project will develop into a full department, or will be handed over.

With the separate Research dept approach, because it's not in his field, it goes to the Research dept., and faces the 'not-invented-here' prejudice and conflicts with other projects.

They gave 2 examples of ad-hoc phone connections, suppose I was an engineer on Office XP and suggested to the Research department, that they simply 'whisper': [when the user presses 'send', it sends the key at an extremely low power/low range, the person bring the phone close to the other persons until its close enough to exchange the keys, the screen flashes and bleeps when the key has been received, then full power is restored.]

That idea comes into research, they think "we're already funding two approaches to this, lets bin it", yet it may be the best approach.
