911 location and VOIP
The 911 system works on 2 principles, the call with the telephone number is routed to the correct Public Safety Answering Position (We call it PSAP in the telecom world) with the originating telephone number, at the PSAP the match is made to a database that contains the address of this number.

So VOIP carriers have to be able to connect tot he Verizon 911 tandem switch (which will route the call) and be able to update the database which contains the address. Getting access to the tandem to route the call must be synchronized with the updating of the call record, to do this successfully the VOIP carrier will need to now be able to 'port' the telephone number and update the 911 record simultaneously.
