Biggest Bell to hand 911 access to VoIP operators

Locating the caller not the problem???

I don't think the problem is locating the caller (although that may be a problem as well), but rather connecting them to the correct 911 call center which sounds like requires access to the baby bells networks. Can someone more familiar with 911 services confirm this?
