No Matter What
Kids are going to do what they want. Parents should spend time making sure the book report gets done and is done well. If a kid has two hours, unsupervised, he's going to chat with his friends, surf his favorite sites, then hurry up to get the report finished before time runs out. That is, if he is at all normal. Who would want to raise their child to be a workaholic from the days of youth anyway? There is already a horrible problem with that anyway in America.
