I understand there are some universities that use MS tools to teach with, but I don't get what you mean by "and forget about the basics, they just aren't there". I know a friend who's very smart who graduated with a CS degree from a university that taught on DOS computers (many years ago), using Borland C++. That was an IDE environment, but he understood C enough to handle any problem thrown at him.

Are you sure your new employee didn't lie on their resume?

If all you're seeing are CS graduates who are better suited as sales reps., I wonder what pool of U.S. universities you're drawing from. Maybe you need to widen your selection.
