education is big business
The problem you mention with it being easier to get degree, diploma or certificate from a institution of higher learning is the Universities and Colleges aren't about education anymore. These institutions are money making businesses and the bottom line is profits. If they make it too hard to get a degree then less people will pay the cash to get one.
