Naive statement
Research and development is moved to foreign countries in part because
- it's cheaper
- foreign companies are not going to be encouraged to sell without local investment.

The following paragraph makes it seem that the problem is obtaining skilled, educated, innovative workers:

A number of developments in recent years suggest the world's tech leadership could shift from Silicon Valley and other U.S. locales to Asian nations such as China, Korea and India. One sign is the way American technology companies are conducting some of their research and development activities in Asia.

We don't need many more visas for lower level IT workers.
In part, this is a fake crisis. The solution to obtaining more workers in America for American companies is... hire and retrain more American workers.

Maybe I'm reading in too much, but I take these articles about the educational system as being pro-visa propaganda.
Innovation, even maintenance doesn't take so many people that those really dedicated to the field would be insufficient.
