The value of identity
If the new law has any real teeth, then this may be a very good
thing. Most spammers appear to be cowards - they lurk under rocks
and send out their crap annonymously to avoid detetion and
consequences.

If they now have to identify themselves for real and must include
a real address, they risk being identified in the communities in
which they live as the pariahs that they really are by people who
they have to interact with. Minimally, it will let me (and all my
friends) send them a snail mail that lets me get a couple of
licks in.
