Not that this law will really affect anything anyhow. Didn't I just read the other day that the bulk of spam is sent through virus infected computers? That's already illegal....
At most, this might help spam-bots filter "bad spam" that lacks certain message headers, or important information in the body of the message, but I don't even see that happening.
