What ISPs can do
Most of the IP addresses you are seeing are not, in fact, servers. Or at least they are not supposed to be. They are regular Windows workstations, running Windows 98, 2000, or XP. They have been infected with Sobig, Mimail, or any number of other remote control trojan applications. They send out the spam, and in their downtime they attack organizations that help to track spam, such as Spamcop and Spamhaus.

ISPs need to block this type of activity! It is not difficult, the technical explanation is "block egress TCP traffic on port 25". To be fair, there are many ISPs that already are doing this.
