More realistically....
I agree that this new law doesn't look too promising, but as I go through the hundreds of spam in my one yahoo account, I can clearly see what IP it was generated from for each. If the spam user is not a client of that IP, then it should be up to the IP to disallow outsiders to send through their servers. I report spam to the IP's and the most support I get from the large ones is an automated reply. Some, like M$'s hotmail, have a general email reply which simply states, they aren't our customer and their header is masked. BULL! The email was generated from your IP and it should be their responsibility to investigate and stop it! They KNOW who the spammers are afterall! Some won't like this, but I think IP's should be held more responsible to stop it. Bottom line, if you're a violating user, your IP should be taking action. If the SPAM is not a customer, better find out why, how, where some spam king is getting it through instead of sitting on their butts crying that spam is overwhelming their servers. Pathetic! The IP's have all the power to enforce this!
