Hurts more than it Helps
As an email administrator and a reasonably intelligent person who has read the bill, I think this will accomplish nothing.

Opt out is worthless. Some of my users receive 300 or more unique pieces of spam a day. Many may be from the same spammer, but he is representing multiple businesses, so under this law my users would have to opt out from each business list individually. This would result in hundreds of hours of lost work each year. My standing instructions to my users to never Opt Out of anything remain in effect.

Messages must be marked as advertising, but there is no requirement for standardized labeling that could be used to filter the junk. Net result - worthless.

As many have already said, this law legitimizes some types of spam while doing nothing to help the user filter the junk - and kills some state laws that were doing some good. Result - less than worthless.

With all due respect, if this is the best law that could be passed at this time, it would have been better to have done nothing.

If you really want to help give us an email address where we can autoforward our spam and let some government agency opt us out. I estimate it will take about 5 full time employees to handle my email domains.
