Little bit of a difference.
The companies outsourcing are highly concentrated geographically (most in bangladore (sp?)).

And the terrorist attack was specifically targeting them. If you have a 150 million dollar project and many of your coders were just killed and the rest won't have facilities to work in for weeks, you just lost your bet on cost savings.

Business likes to mitigate risk, but doing so costs money. Once you mitigate enough, you lose the cost savings that had you doing something in the first place.
