Not true for experienced workers.
There are plenty of entry level workers but experienced workers now make 5 times ($25k) as much as entry level workers ($5k). At the current levels the Gartner group now reports that most outsourcing costs 30% more than doing the work locally (a figure I don't really believe since it was significantly cheaper for the company I work with to hire 185 indians than 185 american contractors (or 185 american workerss and then lay them off at the end of the project).)

In any case, once the price hits about 20k the huge savings and incentive vs use your current staff to outsource are gone.
