Look at gas and oil (shudder this is going to open some doors). The volatility of pricing can and is directly attributable to the threat of terrorist acts, thus increasing the cost of operations and increase in price per barrel. If any industry or service is successfully attacked and attacked continuously, this applies upward pressure of costs of operation. Low cost is why the migration started.

"Another terrorist attack in America, and more companies will choose to outsource."

Works both ways. Oh yeah lest I forget. There is a concentrated effort to maintain low wages in these new areas of commerce. The business owners in these companies are not shackled with the same wagee laws as here in the United States. The are no minimum wages, unions etc to pressure business to increase the wages.
