One simple reason games will continue to be developed in North America. That reason is culture. Games are culture. How many American's watch predominantly Indian Bollywood movies, do they listen to Indian music and read Indian books? I think not.

I don't know if anyone here has play a Japanese game made for Japanese markets. They are wierd and not fun at all but that's because Japan is differnt. Even games designed in Japan for the western market more times than not miss the mark.

Game developers rely 90% on artistic talent and you can't outsource artist talent as easily. You can have an office application written in India but that's got a standard way of looking. Games rely on artwork and the artist vision of artists is based on thier culture.
