I took it as a bigger picture statement
---Modern day politics is really just a grotesque extension of business greed. Why bother trying to work deals when you can just waltz in and steal as you please?---

To me, he's both commenting on our current government, as well as the current business community. The business comment looks like it applies in this case (a company buying someone else's questionable patent from 2000, then waiting until 2005 to try to bilk money from another company). And this kind of thing happens all the time, mostly because of the inadequacies of our current patent system.
