This will supplement what is already there...
does anyone not have a SSN? This was the first national ID card. Identity theft is caused through SSN abuse. Currently it is too easy to get a new SSN by using a fake DL and birth cert.

By making DL "standards" universal this will make ID theft harder.

The idea of RFID is difficult to handle. It MUST be passive RFID and be limited to a range of 10-12 inches. Sort of the same way that your airline ticket is scanned upon boarding. If they can limit that radius to a small enough area then RFID can work wonders.

Driving RECORDS on the other hands are state property. There are already systems in place to "share" that information between law enforcement agencies. States and only states have the right to issue private driver's licenses.

However, commercial licenses fall under federal jurisdiction. The CDL is a federal standard not a state standard. States still issue the CDL's and provide the testing etc., but it is regulated by the FTC and other agencies.

A compromise must be made when it comes to private licenses. My gut tells me it should be something along the lines of the CDL's, but should only require conforming to standards that apply to the physical license itself. Not the contents, not the requirements and certainly not the history of the driver. To do otherwise would be tantamount to giving the FEDS unlimited access to your medical records.
