Not sure about the "... world's first..." bit.
According to Wikipedia, the Idaho reactor started up in
1951. Chalk River, on the Ottawa River in Canada was
started up in 1945, and by 1947 was the most powerful
research reactor at the time. The most concise time-line
is here.
