Its quite possible that because the INDUSTRY seems hell bent on putting Android onto netbooks that Google took some steps to build an OS for netbooks to respond to the demand. Its not far fetched at all as it just amounts to rolling your own Linux distro. Maybe thats why they announced the thing so early and left themselves a year to knock it out.

The entire article is a bit stupid to me. Whether Chrome replaces Android on netbooks matters not to Google. Its their OS either way.
