This guy is right, and Google has said that it
is only going to be running WEB applications.
It will have its own window manager instead of
using Gnome or KDE, but its for CHROME (their
web browser). The Chrome OS is basically a
bootable web browser and NOTHING MORE. It won't
run linux apps, because it wont have KDE or
Gnome, it won't run windows apps, because its
based on linux and doesn't have the Windows
libraries. It is designed to run Web
Applications (HTML5, Javascript, CSS, etc.)
only. It MIGHT have support for Java/Flash...
but it probably won't at release.
