Ozzie doesn't pull strings - he encourages careful, deliberate, focussed discussion and debate, and then drives out the best ideas and encourages consensus.
It's easier to make people do the right thing when they believe they were (at least in part) responsible for the decision.
Ballmer is the business guy. He's not "dumb" like many suggest - you don't get to have a major hand in building a business formed by a spotty 22 years old geek and build it into one of the biggest, most successful companies in the world by being "dumb".
He may be animated. He may be brash. He may be passionate, a devout capitalist, hugely energetic and he may sometimes make mistakes.
