Roadrunner, Jaguar retain supercomputer edge

A serious question ...

So, has it gotten to the point where building a supercomputer is just a matter of putting a load of blades together, with some essentially off-the-shelf software?

Or are these systems still running largely customized hardware and software, not for applications, but as the operating system that qualifies them as supercomputers?
