How conveniently you ignore MY ACTUAL POINTS!

Read them again:
- FOREIGN WORKERS WERE BEING EXPLOITED while highly qualified US workers were being ignored. The game has always been to craft the "job requirements" as narrowly as possible and thus ignore the benefits of retraining and retaining the workforce already present.

- H1-B AND THE TEMP FORCE APPROACH TO IT in general are just ways for lazy management types to keep headcount down without any thought to quality.

I never EVER said that foreign workers weren't the best choice. I said that lazy management people are now trying to play the "we need exactly these requirements" game and they're not getting what they think they're getting. I can recount endless stories of the ol' "pad the resume" game and how we had to interview people in great detail in order to determine if they actually knew what they claimed to know or were just trying to meet the alphabet soup of acronyms that the HR-written job requirement list contained.

I'm the one to decide (based on my experience) that the overly specific approach is a forrest for the trees mistake. You've already appointed yourself as decision maker that H1-B's aren't the problem well there are a bunch of people here who are telling you that we've experienced problems with and gross eploitation of H1-B workers.

You want exploitation? Go and see how many H1-B IT people were actually brought in/hired by major corporations compared to how many come from third party "body shops". The whole concept of a contracting agency existing to bring in these workers and then farm them out to other companies is odious at best. Why? Because of the restrictions of the H1-B visa. If the worker is unsatisfied with their treatment their only choice is to go back home. They can't go an look for another employer because they'll lose their status here.

The REALITY of the current software industry is that the people making the decisions rarely understand the impact of those decisions. They're all done on strict cost-cutting formulaes that can't take into account the expenses of constantly spinning up, programming, deploying, and then dumping 90% of the knowledge about a project with the contract-style engagement approach.

Just look at your own experiences. How often do you get phone calls and email questions from previous employers/contractors that you did work for? Do they have someone working for them who can accept a full "knowledge transfer" of the technology that you deploy at their site? Who is responsible for maintenance of the software you create?
