Couple of comments
First, the H-1B program isn't an example of an open labor market. As I noted in this very old article, even at its height, it only let in a small fraction of foreign workers compared to the total pool of IT workers.

Second, H-1B workers are strawberry pickers. These are people who ON AVERAGE have more high-level degrees than the average among IT workers. These are the cream of foreign workers, and these are the kind of people that add lots of value to American companies. The history of American companies started by bright new immigrants is long. Granted, H-1B workers aren't immigrants, but many become that (though obviously not all). Either way, they leave behind the work they did, not to mention taxes (which they do pay) that they DON'T get refunded, even though they will never draw money from social security.

Third is related to the second one, in that we DON'T have to have equal access to work in foreign markets in order to derive benefit. America attracts the best and the brightest of the world with the H-1B program. That BENEFITS America.
