Bitterness has nothing to do with it
I should have rephrased it to say "the short term bottom line is the only issue". As a software development manager, I have a couple of good (local) people who have to repair software that was written offshore and locally by some H1Bs who are no longer with the company. While the software the H1Bs created was 'value for the money', the money was entry level (although they were very 'experienced') and the quality reflected what they were paid. Unfortunately, the quality of the offshore software is worse, comensurate with the dollar per hour we are being charged. I have mentioned to my manager that the cost of encountering the bugs and having to fix, and sometimes rewrite, whole chunks of software has to be more expensive than just finding a way to handle it here, given that I know salaries and the amount per hour paid to the 'offshores'. I personally think there are other aspects to the relationship with the offshore company. I wouldn't say kickback, but someone has quite a bit of incentive to maintain the relationship.

Have you seen unemployment numbers in the technology sector? There are plenty of high quality workers out there available for a reasonable price.

I am focusing on the big picture. From my point of view, the amount of offshoring will scale down considerably, and H1Bs will be more carefully evaluated to make sure that there really is value for the money being paid. At the rate we are going, we are definitely spending more as a company for the overall software development effort, and I have to believe that other companies are having the same experiences.

Nikes are cheap (quality), but not cheap (price). They have to cover their marketing expenses. I wear New Balance.
