Impression vs. Reality

Foreigners cannot be hired to a position if a citizen has the skills the position requires. Period. Much less if they have the same skills and they are going to get payd for so much less. Check with the Labor Departmetn and the INS.

As for the contribution of foreigners in the USA:

In the areas of engineering and physical sciences, most of the high-tech research and development is carried out by foreigners with MSc and PhDs. You can ask any company, university or res. lab how much this contributes to the US economy in terms of monetary or non-monetary benefits.

Do not forget that most of the foreigners who come here are already the top of their classes in their native countries. They contribute by pushing the boundaries of science and engineering, during and mostly after their graduate studies. They could have been doing R/D in organizations of their native countries, which automatically are competitors to those of the US.

At the same time, foreigners are working their .utts off to establish themselves because they are competing with their professional or academic PEERS. With my Ph.D. I am not competing with someone with other levels of education but with other Ph.D.s. Let alone that a foreigner is always a foreigner and many times receives the shorter stick.

So please let me know if you see any contribution to the welfare of US by foreign workers.

When skills are equivallent Americans should be favored, since this is their country.

Another issue is what an organization DOES with the benefits it derives from highly skilled people. They may opt to make investments overseas or to do outsourcing. But this is not at the hands of whover works here. You have to contact the decision makers....
