He can't. He doesn't live in the US now.
At the ripe old age of 30 maybe, he's still idealistic to truly believe what he writes, and you have to respect him for that. But the fact remains that the who's who of technology companies that he mentions have plenty of $$, and the only reason they are pushing for more H1Bs is just what you said -- they still perceive they can save money, and the bottom line is the only issue.
