Irrelevant. My hospital is highly digitized. There are hundreds of PC's on all the desks. They are all running Windows 2000. Every piece of software running is incompatible with Vista or the hardware is too old to upgrade if they even wanted to get new software. It is cost prohibitive to do either. Nothing is certified to run on IE 7 or 8. I can't even remotely use their database from home on my Windows 7 machine because it's not compatible. I am positive this is not isolated. The XP/2000 technology is working just fine in the corporate world and the hardware will probably live another 10 years. Why upgrade? The only reason I would want V 7.0 is to play games and use DX10. Now if there was a hardware upgrade like fiber optic internet that would save millions of bucks, I can see an incentive to change. Eye candy and expensive commercials will not line M$'s pockets.
