Sub-species just means two or more. Like cyborged, genetically augmented, or natural. So there is implied bigotry beyond the bigotry one would bring with in themselves.

Now I see this as being accepted quite easily. I can't see why anyone would deny a child who has lost the ability to speak the chance to do so using cybernetics. That is where this would start. Then from there who knows where it may lead.
