Software developers want a transparent cloud that is based on standards, and expect platforms to provide tools to package apps for quick deployment.

Say's who?

I'm sure there are plenty of developers who are uncompromising in this regard, but there are plenty of other for whom other factors are also important. The above blanket statement seems just wrong to me.

That said, for all the talk about cloud computing, web application hosting services have been available for many years now, with competitors running the same stacks (LAMP, ASP.NET etc), so it has been possible to switch provider - yet neither LAMP nor ASP.NET are open standards (merely defacto standards).

Finally, I think Microsoft Azure is the platform most likely fall foul of this standard sentiment. Oddly enough, the core aspects of .Net and the C# language are in fact ISO standards. Microsoft could potential gain a lot here by submitting far more of .Net to ISO, for standardization (the same is true for Silverlight, too).
