Correct, and...
your concerns are the reason the Moller air car was one of the best concepts ever to hit the news.

However the inventor/developer knows that only a full automatic flying car that meets these simple criteria will never make it:

1. Be fully automatic, and flight path determined by FAA flight contol computers as to what path to take to destination.

2. Fully reliable - this is actually possible - the army proves it everyday over Afganistan.

3. Have vertol capability like a helicopther, but transit to practical high speed horizontal flight.

4. Be energy economic.

Moller has had to delay his introduction of the car, over and over again everytime these four concepts and new ones crop up.

The costs to society would be small as we would not have to bother with landing pads, extra highways, airports and runways. In full production, the vehicle would cost no more than a fancy SUV, and carry up to four passengess. Without getting into the lenghty boring details - this concept is possible, if society would get behind the concept, that is.
