Yes, it's far from the first
I live about 10 miles from where the Aerocar was created (a similar design), so it's very familiar. No problem to build something like this, they're just not practical.

The only real improvement I see in this is that it's a canard wing design, which is inherently safer than the traditional layout.

With the Aerocar, the wings and tail were trailered behind the vehicle when it was driven on the road. While less convenient (it takes 5 minutes to convert from plane to car, instead of 30 seconds), you could leave the trailer at home for a run to the store or the like and avoid the risk of your wings getting dented in a parking lot.

Still, it's impractical.
