It's as impractical as it is ingenious. IOW it's a great idea, but not practical. It falls under the "Light Sport" category which means a drivers license plus flight training is all that's required to fly one unless the FAA figures it's too complicated for that category. They are also limited to two occupants.

OTOH where are you going to take off and land? Not city streets, not in major metropolitan areas or busy airports. They are impractical from a weather standpoint and may only be flown in daylight if flown as a light sport plane. Equipped for instrument flight and flown by a licensed pilot (Private or higher with instrument rating) would make them very expensive.
