What will I need to start flying this buggy?

How many hours and how much money does any Joe Blow need to start flying this buggy? How often does it need maintenance. Will it have a Instrument Landing System or does he just drive it on the road in bad weather conditions? All questions with unpleasant answers, I'm sure.

I remember having a whopping ten hours of flying time and my flight instructor took a portable radio, got out on the taxiway and told me to do a take-off and landing. I put in hundreds of fun-filled hours after that and never bought a plane. There just wasn't any need or desire to be involved with maintaining one.

If I were getting back into flying and felt some desire to own a airplane, it would have to be a glider that I can pack up and put on a trailer. At least it would have a relatively long life , low maintenance (I could pack it away and forget about it for a year without coming back to find the motor seized) and would retain its value.

This buggy just doesn't make a whole lot of sense.
