Make a Mobile Carrier Pay
Transport for London (TfL)should take the approach done by Washington, DC's Metro system, WMATA. In the early 1990's, they offered an RFP for a wireless carrier to outfit their subway lines. Rather than pay, they offered exclusive access for only one of the carriers. Verizon footed the bill and was the only mobile provider whose phones worked below ground. Verizon even paid WMATA an annual fee for the privilege. Verizon was able to tout it services as the only one to work on Metro and could lease its network to other carriers.
