Correction to fact two:
The H1B visa limit dropped from 215000 to 65000 just this past year. The two previous years the applications maxed out at under 63000.

No to address your other drivel.

Of the many H1B's and L1s of have worked with I have run across a total of five that were actually competent and two that were downright brilliant. None of them were from China or India. They also were paid a prevailing wage and well worth it.
The others must have had bogus degrees. There solution to everything was to powercycle the box.

Now, I am all for free trade and open markets. If that means elements of the economy go to places were production is cheaper, then so be it. However, we will not have truly free trade and open markets until we can buy food, drugs and other items from where-ever we want.
If corporations can send tech jobs to a country that subsidizes the education of its people that is effectively labor dumping. If labor dumping is OK then chip dumping (or other goods) should be OK as well. Chip dumping hurts the local manufacturer of chips and labor dumping hurts the local suppliers of labor. One is allowed and the other is not. That is NOT free trade (no fair trade).
If corporations can send jobs overseas or import cheaper labor, then we should be able to buy cheap drugs from Canada, cheap chips from Korea, and sulfite free wine from France.
