Out of cheap labor? I don't think so! I know your kiddin but
There are 3 million illegals crossing the borders of Texas, New Mexico, Nevada, Arizona and California yearly. This does not include the amount coming in through ports of call on the coast and you think cheap labor is in short supply.

You also have the 1/2 million or so yearly whose Visas expire and become illegal. Combine that with the sieve of a Canadian border. Cheap labor is far from short supply.

Both Bush and Kerry want to open the borders further. Bush wants a more formal guest worker program and Kerry just wants to open the borders more.

The INS deports less than 1% of the captured illegals and oddly enough most of those are Cubans that were unlucky enough not to hit the beach before they were caught.
