Let me just put forth a few "facts" before I expound my "opinions",

Fact 1: The H1B quota has always been getting exhausted soon after it opens i.e. in October. But the reason that it is getting so much attention now is because of the outsourcing brouhaha.

Fact 2: The quota for H1B was actually reduced from 195000 to 65000 a few years ago.

Fact 3: The quota being exhausted so early, does not really deter the hiring of foreign students, who can work for upto a year on their OPT without a H1B visa. They merely apply to the next years quota.

Now for my opinions, I think you are just exaggerating when you say that they could barely even turn on a computer. True, Indians n Chinese were introduced to the computer age much later than Americans, but that does not mean that they are not more efficient, both in terms of cost and productivity than American workers for certain types of programming jobs. And unlike several American workers, they do not believe that a good paying job is their birthright. This usually means that a larger percentage of them are truly motivated and hard-working to do well in their jobs, over and above the normal expectations. Now corporate america has been screwing the rest of the world for a long time now. McDonalds regularly put local eateries out of business just the way Satellite TV has put almost an end to quality local TV programming in India. These companies enter other countries waving the flag of an open economy, and when the same open economy causes China to take over a large portion of manufacturing jobs here, suddenly its not quite right. The living standards in this country are so inflated, everyone wants to have two cars, house ownership (the American dream), etc...etc.... It is almost that cuts in salary are unheard of. It does not make economic sense for any company (whose shares of course are owned by the american ppl) to pay someone thrice as much to do the job when they can have two (probably less qualified) people do the same job for half the money combined.

Why do Mexicans do most of the janitorial jobs? Cause even an unemployed american will shirk from that. Why is close to 35% of the intake in graduate schools from India and China? Cause they are motivated to make a better life for themselves. America is offering them an oppurtunity for good work and it is getting back good work from them. They are not taking graduate seats away from Americans. Numerous studies have shown that the percentage of american students getting into grad schools has no bearing on the number of foriegn grad students. In fact, many grad departments that have insufficient funding have a huge intake of foreign students because this leads to a lot of fees entering the departments coffers and that of the state and federal governements. They pay full taxes and taxes for social security benefits, none of which they recieve. A reason for the US being at the forefront of technology has been the work of immigrants, be they immigrants from European countries after the World Wars or be they Asian immigrants coming in through the educational channels. Silicon Valley is a testament to the entreprenurial spirit of foreign immigrants and of course, of also American industry.

This is how the world evolves. It is difficult to get to the top, but it is even tougher to remain there. The US economy is going through trying times, no doubt, but the solution to that is not to limit the number of immigrants coming in (which already has a limit). That will only reduce the speed of innovation that is the hallmark of this country.
