your homeowners association will refuse your request to put solar panels on your roof -or- drill for geo-thermal energy or, God-forbid a wind generator... HA. Good luck with that.
They do absolutely nothing about bratty kids who destroy other's property, hang around blasting their car stereos, adult neighbors parking on the roads or never cutting their lawns and the jackasses who have dogs that bark day in and day out, all night long and allow their piece of crap dogs to **** on your lawn so you get to step in it when YOU follow rules and cut the lawn in the 90 degree humidity of summer.
