This exposes the flaw in the "ever-increasing pace of
change" story - there has been an equation of "change =
learning" whereas in many cases, learning has been
ignored or prevented by badly-conceived systems which
don't allow time and space for the transfer of knowledge
between the individuals or business units who generate it.
