MS reliability has increased???
What planet have you been inhabiting? Vista was released after 2003 and it's still useless even after SP1. And besides, CIOs are not geeks. They have real responsibility for a budget and as such are not going to spend scarce resource to upgrade an OS if it doesn't offer serious payback on the investment. Vista has failed such a simple test and frankly from everything I've read about Win7 it will similarly fail such a test.

If business is to upgrade it will require that employees be more productive than they were the day prior to the upgrade. The sad truth is that even if everything about Vista worked as designed this would not be the case.
