It's not just wages. Licenses can eat into an IT budget.

Opensource should be considered. And the move over to Linux could be considered to many computers in a company. For example, out of, say 1,000 computers, how many just use their computers for word processing and spreadsheets, email and the web? I would say approaching 90% of them.

So start with the software. Put Open Office on and train up the staff. Not a lot of training would be needed to those using Microsoft Office 2003 or below. When you have done this, move their email client from Outlook to Thunderbird. When they can handle this, change their browser to Firefox.

Then when you move over to Linux, they wouldn't even realise at first that they are using a different operating system.

This is the way the French Government moved 70,000 desktops of the Gendarmes to Linux. Surely if a policeman can use Linux, your much more advanced office cleaner could as well? Not too sure about the directors though, but they do have secretaries who could help them.
