That is not how heredity & evolution works.

If you think about it, people who master the tech skills but
not the people skills may be LESS likely to produce
offspring.
I think the ideas here are more of a reflection of an
evolution in human growth and learning. The potential for
developing the brain in such ways have been present ever
since we reached our current genetic form. The changes
are a result of a socioeconomic-technological evolution
rather than an evolution based DNA.
